Grab a 2px hard round brush and make sure pen pressure is on. Then use the pen tool to create the strands of hair, starting with the lightest first, as in highlights on blond hair and the shiny parts on black and darker hair, then just keep going with that, right click and make sure the little box for simmulate pressure is checked. Then keep doing that until you get down to the base color. Check deviant art for vexel tutorials on hair, there are a few good ones. in fact here... these ones are the best i think.
